We should allow users to trigger savepoints manually. There have been different approaches to implement this in different operators:

 - savepoint generation field (Google/Spotify operator)

 - trigger savepoint via resource annotation [~wangyang0918] - native operator poc

I think the annotation approach is more elegant but we should discuss this on the ML before proceeding with the implementation
