The i18n is correct when I choose "de" instead of "de_de" in the Firefox
language settings.

Patch for i18n.xmap
The patch removes the <map:otherwise> blocks from the i18n sitemap. Now an
exception is thrown (no pipeline matched request) when the I18nTransformer
tries to resolve the catalogue for "de_de" and the fallback to "de" is
enforced.
