[PR] Cursor Rules File for autests [trafficserver]
bneradt opened a new pull request, #12424:

LLMs are not generally trained on autests since not many projects use them. This starts a Cursor rules file to help Cursor along by providing some explanation for how to write, maintain, and run autests.
