maven.eclipse.conclasspath is ignored when junit test src is not present???

Hello,

I am in the process of learning maven-eclipse-plugin to convert a eclipse plugin
to maven. This way I can use maven to generate .classpath and .profile files

Tracing thru the jelly code and tested it myself, maven-eclipse-plugin
completely
igore the processing maven.eclipse.conclasspath when the
${unitTestSourcesPresent} is not true. (yeah I dont have any junit
code yet)

Can some one confirm? the code is in
src/plugin-resources/templates/classpath.jelly

is it a bug?
