[DISCUSS] KIP-1229: Add Idle Thread Ratio Metric to MetadataLoader

Hello all,

I wrote a KIP to add the AvgIdleRatio metric to MetadataLoader, similar to
KIP-1190.

Hi Mahsa,

Thanks for proposing the change. It seems reasonable to me to expose a
metric for tracking the average idle ratio for the event loader and
the registered metadata publishers.
