initial code for CLI support : 

- First only MFS is supported
- Need to add the extra classes in opennlp.tools.cmdline.CLI.java for build and test 
(i'm not sure yet how to include the changes in CLI in the patch since that package opennlp.tools.cmdline already exists in the dependency but will give it a try)
