Incubator releases in central maven repo, was: [VOTE][policy] Release Distribution Directory

Robert,

this is great, thanks.  I don't want to muddy the
waters, but is it time to bring up the maven repo
question again as well?  If incubator releases *are*
official releases, is there a reason not to upload
maven artifacts to the central repository?

it would have been clearer to until the vote has concluded

AIUI the issue wasn't the officialness or not of the releases but the
inability for users to make an active and informed choice to use
incubating software (or not)
