If you load a resource of size 0, loadresource doesnt set its destination
property, nor does it print anything meaningful, even at the -debug level.

Yes. But the old behaviour is not setting the property, so I have chosen that.
If you need a set property, you could always do a
<loadresource property="p"> ...
<property name="p" value=""/>
With that in mind I skipped the idea of a new attribute "setwhenempty" or
something like that ...
