Apache Rat looks like a great idea. It integrate it into the build and automates verification of our compliance with http://www.apache.org/legal/src-headers.html

Apache Kafka just committed a change which includes a Gradle plugin for RAT: https://github.com/apache/kafka/commit/fd612a2d50f1ee13009395f082357403c4277164
