I'm unable to reproduce this, when I do it, it reloads the config and I see e.g.

[Feb 26 20:39:02.737] Manager {0x7fc71b1e9700} NOTE: User has changed config file remap.config

Did you make any other changes? Permissions problems? Did you enable the option to make records.config immutable? Anything else?
