Current behavior in the User configuration sidenav, is that when any of the Special Privileges checkboxes are selected, they are automatically saved.  But the user gets no feedback from the app that this happens.  Other changes in this window (changing the user name or adding the user to a group) prompts a Success toaster message.  We should do the same for special privileges changes.  Suggested message text:

Special privileges for this user have been updated.
