Taken from a TODO from original code check in (Master.initiateFlush)

If a table is offlined with walogs, they will sit in perpetuity. While it is possible to run flush against an offline table, it will not do anything. We should develop a mechanism for temporarily onlining the table to do log recovery and flush, so the walogs can be purged.
