Hi [~ipv6guru], thank you for creating the custom Spark permission scheme last year. I'm taking another look at ways to improve our workflow by locking down a few things.

Before I open a new request, I wanted to check if the following wish list items are possible?

- Make Component and Affects Version required for new JIRAs
- Set default priority to Minor and type to Question for new JIRAs.
- Only let Committers set Target Version and Fix Version
- Only let Committers set Blocker Priority

If so, what's the easiest way to change it -- ask nicely or can I modify something and send it over?
