Using a combination of Github Actions and Github Packages, it would be possible to build NiFi Docker images and make the images available on the repository. It would also be possible to provide a new image each time a commit is merged into master using [Github CI|[https://help.github.com/en/packages/using-github-packages-with-your-projects-ecosystem/using-github-packages-with-github-actions#publishing-a-package-using-an-action]]. This could also help when reviewing PRs and/or testing release candidates.
