Uneven distribution with shuffle grouping

I'm leading a spout with 30 executors into this bolt which has 90
executors. Despite using shuffle grouping , the load seems to be
unbalance.Attached is a screenshot showing the same. Would anyone happen to
know why this is happening or how this can be solved?

Also we're using storm 0.10.0 - beta
