   ## What is the purpose of the change
   
   As part of FLIP-42 we want to add a datastream walkthrough that new users can use to get started with the api. 
   
   ## Brief change log
   
   This getting started package is based on the table api getting started guide and follows the same structure. Only the last commit is relevant. 
   
   * Add two new maven archetypes
     * flink-walkthrough-datastream-java
     * flink-walkthrough-datastream-scala
   
   * Walkthrough guide
   
   ## Verifying this change
   
   The archetypes include end-to-end tests that validate they compile and run
   
   ## Does this pull request potentially affect one of the following parts:
   
     - Dependencies (does it add or upgrade a dependency): no
     - The public API, i.e., is any changed class annotated with `@Public(Evolving)`:no
     - The serializers: no
     - The runtime per-record code paths (performance sensitive): no
