Ahh, found the problem and IMO its not really a bug :)

turns out that the maven.war.tld.dir is expecting a webapp relative path, so when I tell it that I want my TLDs in ${maven.war.src}/WEB-INF the path I actually get is:
C:\workspace\jmonkey-java-xplanner\target\xplanner\C:\workspace\jmonke
y-java-xplanner\src\webapp\WEB-INF

of course this is wrong and is documented on the plugin site.
