   Environment substitution should operate on parsed YAML scalar values, not on the raw file text, so comments never enter the resolver. The regression matrix should also include `${{...}}` inside quoted strings, block scalars, inline comments, escaped/literal examples, and an actually missing variable in a live value. That avoids fixing only lines beginning with `#` while still misinterpreting YAML constructs where comment characters are data.
