In the process of writing the bug found a work-arround.... here is how to solve it:

>java -Duser.language=en org.apache.xalan.xslt.Process -IN contents.xml -XSL Jav
aXML.xsl -OUT contents.html

The solution is:-Duser.language=en parameter.....
