This is most likely a configuration issue with a network device/service in front of Guacamole, such as a reverse proxy. If you are still having trouble, please post to the user@guacamole.apache.org list, and the community there should be able to help you troubleshoot.

It is also possible that what you are running into is GUACAMOLE-506, a known issue that interferes with file downloads if WebSocket has failed and the HTTP tunnel is being used as a fallback (since the browser limits the number of concurrent HTTP requests in flight for any one domain, and the two HTTP requests used by the tunnel plus the HTTP request for the download hit that limit).
