According to this [resource|https://docs.microsoft.com/en-us/archive/blogs/patricka/where-should-i-store-my-data-and-configuration-files-if-i-target-multiple-os-versions] we should store this file in {{%SystemDrive%\ProgramData}} which is available through the environment variable {{ALLUSERSPROFILE}}. So the file is read from {{%ALLUSERSPROFILE%\mavenrc.cmd}}.
