[jira] Created: (RAT-37) List all resources with unapproved licenses at the beginning of the report

List all resources with unapproved licenses at the beginning of the report
--------------------------------------------------------------------------

                 Key: RAT-37
                 URL: https://issues.apache.org/jira/browse/RAT-37
             Project: RAT
          Issue Type: Improvement
          Components: reports
            Reporter: Jukka Zitting
            Priority: Minor

An important use case for RAT is to look for any files that don't come with proper license headers. It would help this use case if the RAT report listed all such files at the beginning instead of making the user grep or browse through the report to find that information.
