4.8.2.0 and 4.9.1.0 Testing

All,

Per our release schedule [1], the 4.8 and 4.9 branches enter a soft freeze for testing for the 4.8.2.0 and 4.9.1.0 testing effective 14 August 2016 @ 0000 GMT.  During this period, only defects that stabilize changes since the previous release should be merged into these release branches.  This test period is scheduled to occur from 15 to 20 August 2016 with a release candidate being published on or about 21 August 2016 @ 0000 GMT.

For the 4.8.2.0, probably we need to merge this very small PR to fix the 
issue with the Spanish Web UI.
