that's basically Doug's C::Scan fork with extra tweaks, the major one not to 
have the scanner choking on function pointer definitions. I decided that it's 
the best to just include it in the distro, so one doesn't have to figure where 
to get the right version from. And in order not to collide with the real CPAN 
version of C::Scan, I've completely renamed it.

It still has one little issue when running, but it's non-fatal, so I didn't 
bother trying to fix it now.

 From now on, please try to run the source scanner when you add new functions, 
so there would be no surprises for others. I have fixed a few functions to 
comply with the scanner's idiosyncracies.
