(1) This is an API issue, not UI issue. 
So, I'll remove "UI" and add "API" to component field.

(2) This API behavior (that "listHypervisors&zoneid=-1" returns an empty list on a multiple-zones setup where each zone has different hypervisor) is by design.
so, I'll close the bug.
