I was wrong about the theory that privExists throws a security exception. That actually runs fine but the log directory was just not created for some reason earlier.

Resolution: Invalid
I am pleased but a bit embarrassed to report that this issue was user error. The test program I was using did not clean up well, so I was removing the database directory between runs, but not bouncing the server. I guess the log directory creation was cached and this was the reason for the error.

Attaching ReproProtocolIssue.java with which I reproduced the problem. If you I try to reconnect to the database after the error occurs, you get an error that the directory already exists but it is not recognized as a database.
Oddly, connecting with ij through network server seems to be fine.
