RequestUtils.getUserLocale doesn't return a complete Locale

           Summary: RequestUtils.getUserLocale doesn't return a complete
                    Locale
           Product: Struts
           Version: Nightly Build
          Platform: PC
        OS/Version: Windows XP
            Status: NEW
          Severity: Normal
          Priority: Other
         Component: Utilities
        AssignedTo: struts-dev@jakarta.apache.org
        ReportedBy: vesterager@tvi.dk

Only the language is filled into the Locale. That is not good enough if you
want to java.util.Currency.getInstance( locale), because that method throws an
IllegalArgumentException if country is empty.
