I have changed TransferLog for our main server's address (which is in a VirtualHost section as BSDI instructed)
to "TransferLog |/var/www/bytelog.pl"  Bytelog.pl is a short PERL script which keeps track of the amount of data
transferred for each user per month.  But after making this change, if anyone tries to access a page and does not 
specify a trailing /, they get an error saying "Document Contains No Data," but if they do add a / at the end,
the page comes up fine. (ie, http://www.netonecom.net/~mkramer doesn't work, but http://www.netonecom.net/~mkramer/
does).  Either way, my script isn't even being run as far as I can tell.
