oh yeah, this was from the Nightly Build file "jakarta-cactus-13-20030627.zip".
 I had to use some of the library JAR files from the build on 20030615 (because
the 20030627 build file was missing everything in it's library except for
servlet.jar and the cactus/cactus-ant.jar files).
