Steps to reproduce:
1. Login to the application as admin.
2. Select a repository.
3. Click on add new policy.
4. Enter the policy name as 'abc'.
5. Enter the rest of the details.
6. Click on save .
7. Create another policy with policy name as 'a'.
8. Click on save.

Expected result: The application should save the policy.

Actual Result: The application is displaying a error message that the policy already exists.
