The Metrics area on a Service dashboards:

- If data is not available for a widget, show "No Data Available" and on hover, show a detailed message "No Data Available. The Ambari Metrics service may be not installed or inaccessible"
- If AMS is not installed, do not show the big "+" image and also hide the Actions button (meaning: no ability to add/remove/create widgets)
