   Adds the maven plugin to admin `build.gradle` so that the project structure is picked up in maven `.jar` archive step.

   CLI tests depend on maven `.jar`s. Any additions to the gradle project structure needs to take into account that the CLI relies solely on the maven image and will not compile without these class paths included in the `.jar`
