the rectangles are bound to the text line, but viewed wrong if the text crosses
the page-boarders to the next page.

i think this bug will happen on all platforms.

i am using Windows 10 Home Edition, directly installed. (no Virtual machine).

That’s my configuration
1.    OS: Windows 8.1 (64-bit, x64-based processor)
2.    OpenOffice version: 4.2.0 (32 bit) Build:9800  -  Rev. 1692551

I replicated the bug successfully using the following steps:
1.    Create a new document.
2.    Enter a new line character (press Enter) (see screenshot: Step 2).
3.    Type a paragraph of at least two lines (see screenshot: Step 3).
4.    Draw a rectangle on any text of the paragraph except the first line.
  a.    Show drawing toolbar: View -> Toolbars -> Drawing
  The drawing toolbar, including the rectangle item, will appear on the    
bottom of the page (see screenshot: Step 4a).
  b.    Draw a rectangle over any text of the paragraph except the first line  
 (see screenshot: Step 4b).
5.    Anchor the rectangle to the typed paragraph by right-clicking it ->
Anchor -> To Paragraph (it is anchored to paragraph by default) (see
screenshot: Step 5).
6.    Place the typing cursor on the line above the paragraph (the line that
was created in step 2) (see screenshot: Step 6).
7.    Push the typed paragraph towards the bottom of the current page either by
typing more text or by repeatedly hitting Enter until the line that had the
rectangle drawn on it becomes the first line in the next page (see screenshot:
Step 7).

Failure:
While the drawn rectangle is expected to be always anchored to the typed text
of the paragraph in question, the rectangle instead goes to the bottom margin
of the initial page, leaving the text it’s supposed to be anchored to (see
screenshot: Step 7).

Some notes:
1.    At step 6, the rectangle does not move along when drawn on some text on
the first paragraph. Therefore the bug is not reproducible on the first
paragraph (i.e. a new line character is needed before the paragraph in
question).
2.    The bug is not replicable when the rectangle is drawn on the first line
of the typed paragraph. Therefore, the typed paragraph has to be longer than
one line.
3.    The bug’s replicability seems to be independent of the drawn shape in
question (rectangle, circle, cube...etc.) and its properties (width, filled or
not, edge color…etc.) 
4.    No relevant bug reports were found. Attempted search terms in Writer were
that were or’d: “borders”, “margin”, “rectangle”, “shape”.

I was able to reproduce this bug using:

Windows 7 64-bit, Windows 8.1 32-bit
AOO 4.1.1, AOO 4.2

Steps to reproduce:
1.    Open AOO
2.    Create a new blank text document
3.    From the upper left corner hit enter a couple of times to create some
blank space a paragraph you’ll add in the next steps.
4.    Create a paragraph – this can be copied from an existing document or
freehanded.  But to closely mimic the bug I used a typical paragraph with 4-5
sentences.
5.    Draw a box around the last few words of the last sentence, using the
rectangle option on the drawing toolbar
6.    Once the rectangle has been drawn, made sure the box itself is
highlighted and go to the properties on the right side of the screen.
7.    Change the Fill to None
8.    Change the line width to 2.3
9.    Change the line color to a bright red – Color doesn’t really matter we’re
just recreating the bug
10.    Now move the cursor over the edge of the box until the cursor turns into
a crosshairs
11.    Right click on the box
12.    Select Position and Size
13.    Within the Position and Size dialog box, select Anchor to Paragraph. 
Upper right of the dialog
14.    Towards the bottom of the dialog, under the Position section set these
values if they are not already:
a.    Horizontal – From Left by 2.67” to Paragraph area
b.    Vertical – From Top by .86” to Margin
15.    Now close the dialog by clicking OK
16.    Now click in the blank space above the paragraph
17.    Begin hit enter and do so until the paragraph and the box you created
move complete to the next page – scroll down as needed to watch the behavior 
18.    At this point the paragraph and the red box should both be on the top of
the second page.
19.    Now hit backspace once
20.    The first line of the paragraph moves back to the very bottom of the
first page and the red box now appears below the first line to the edge of the
page.  Just as shown in the screen shots for the original bug.

This is caused by the anchor and position settings, which under these
conditions will cause the box to appear in an incorrect position because the
paragraph straddles the page break.  

Tested with several other drawn objects and each behave the same way, based on
the anchor and position settings defined.

The fact, that the rectangle is in the page margin is not a bug but a feature.
Open the Position&Size dialog of the rectangle. Find the option "Follow text
flow" on the tab 'Position and Size'.

The help of this option says,

Follow text flow
Keeps the selected object within the layout boundaries of the text that the
object is anchored to. To place the selected object anywhere in your document,
do not select this option.
By default, the Follow text flow option is selected when you open a document
that was created in a version of OpenOffice older than OpenOffice 4.2.0.
However, this option is not selected when you create a document or when you
open a document in Microsoft Word format (*.doc).
</quote>

To get the help text, hover the option with the mouse and press key F1.
