[I] Boto3 1.38.4 seem to cause OOM (143) issues very frequently [airflow]

Apparently the latest boto (1.38.4) is causing often OOM issues (143) in our CI

Addressed it by separating celery to a separate container.

It could also be celery 5.5.2 - > opening another PR for that - and if latest boto will not help, we will merge that one.
