solaris 2.8: Failed to generate temporary 512 bit RS

i compiled apache 2.0.49 on solaris 2.8 and tried to start it with ssl, and i get:

A private key
Configuration Failed


what does this mean, or what could this be?

ssl.conf contains:
SSLRandomSeed startup file:/dev/urandom 512
SSLRandomSeed connect file:/dev/urandom 512

and there is a /dev/urandom, world readable.
