I will take care of them. Seems like something has gone wrong with the last
upload. On the german site most of those links are not broken

I've corrected all the broken xref#anchor links. I need to add the feature of 
checking xrefs #anchor links to DocSet.

All the error reports for http://perl.apache.org/dist/ are irrelevant. If 
there are going to be future reports, please apply a rule not to descend into 
/dist/.

The rest of the problems are under /embperl/ so it's up to Gerald to take care 
of those.
