   @zhao21943266 the custom arm64 systemvmtemplate I had built was based on Debian9 where the console is disabled by default (to save RAM) which is why you don't see it. You may manually enable it to see it for systemvms/VRs, and for the guest VMs the console is enabled for Debian 10 guest template: http://dl.rohityadav.cloud/cloudstack-rpi/template/
   
   Closing on this remark as this is not really a bug and the arm64 support is rather new and experimental (just my own experiment than something that is fully supported by the project).
