Service Registry failed to initialize

I've installed a tool HP Dashboard on my windows 2003 server. It was working fine, then it locked up. So I rebooted the server.  Now when I try to open the portal: 

http://172.21.2.1:8080/jetspeed/ 


I get: 


There has been an Error! 


Reason: 
org.apache.turbine.services.InstantiationException: Service Registry failed to initialize 


Any thoughts?   Any help would be appreciated.
