I have the same issue with 1.3 on Weblogic 10 (on Windows XP).
This is very annoying and forces us to restart our instances in production even if we only have to patch a couple of files to do a quick fix "live".
Will try the workaround proposed by Michael, but this should definitely be fixed!!!!
