   1. Does the patch try to fail early?
   What do you mean by fail early? Your question is , does `HBase` export snapshot fail early without this patch?
   
   2. Or does it try to support webhdfs based snapshot export?
      According to my test, WebHDFS based snapshot export is actually supported; The error happened when some data is in the archive directory; After the patch applied, the WebHDFS Based snapshot export works fine;
   
   3. it is entirely possible that webhdfs fails to encode certain file names properly.
     At least in this case I didn't find its relationship with file name encoding;
