problem with Tomcat as a service

I run Win2000 and installed Tomcat v3.2.3 with recent version of Apache. I
need Tomcat as NT service to install ArcIMS map server.
The problem I've got is that Tomcat cannot start with the following message
after attempt in command line - StartServiceCtrlDispatcher failed.
How can I fix this?
