This is still a bug 2000 days later in Version: 4.3.4.1 on Mac OS X 10.9.

Setting page size to A3 (wider and shorter, but in "margin" of error), printing
to PDF to view in Preview, and then printing to 11x17" is a work around.

In all LibreOffice applications, setting page size to User should respect the
width x height and not change the named page size. At least printers have a
CHANCE of matching the page size.
