[VOTE] Release Groovy 2.4.13

Dear community,

I am happy to start the VOTE thread for a Groovy 2.4.13 release!

This release includes 40 bug fixes/improvements as outlined in the
changelog:
https://issues.apache.org/jira/secure/ReleaseNote.jspa?projectId=12318123&version=12341014

Tag:
https://git1-us-west.apache.org/repos/asf?p=groovy.git;a=tag;h=refs/tags/GROOVY_2_4_13
Tag commit id: 37a00732bc7a3a5bcb38e3832af2368dc913d362

The artifacts to be voted on are located as follows (r23092).
Source release: https://dist.apache.org/repos/dist/dev/groovy/2.4.13/sources
Convenience binaries:
https://dist.apache.org/repos/dist/dev/groovy/2.4.13/distribution

Release artifacts are signed with a key from the following file:
https://dist.apache.org/repos/dist/dev/groovy/KEYS

Please vote on releasing this package as Apache Groovy 2.4.13.

The vote is open for the next 72 hours and passes if a majority of at least
three +1 PMC votes are cast.

[ ]  0 I don't have a strong opinion about this, but I assume it's ok
[ ] -1 Do not release Apache Groovy 2.4.13 because...

Hi Paul,

I'm fine if we revert, but otherwise, I was able to build from sources and
do my usual quick checks with the groovyConsole.
So unless we decide to revert, I'm voting +1 on this release.

Hi all,

If possible, I'd like to see this vote cancelled so that a fix I pushed
this morning can be included in the build: there's another
non-deterministic compiler bug that I fixed. I thought it would have made
into the release because `gradle.properties` was still showing 2.4.13, but
it appears that Paul had staged a release before my changes.

I can wait for 2.4.14, but then it would mean waiting several weeks
probably for a bug that affects all users using the Gradle build cache with
Groovy.

Let me know.
