This sub-task is concerned about creating an abstraction for repeated value vectors. The existing abstraction seems invalid. The purpose is to provide a minimal interface that enables code re-usability.

The proposal is to preserve existing functionalities such as exposing group count, group size as well as providing low level access to underlying offsets and data vectors.
