    [google compute] improved TargetPool coverge in GCE API

    Replaces #406 
    
    This PR improves GCE API coverage for GCE's TargetPool resource. It adds missing attributes along with new methods for calling getHealth (determine node health of the targetpool) and setBackup (set a failover targetpool).
    
    Tests have been added / enhanced to cover these new methods.

You can merge this pull request into a Git repository by running:

    $ git pull https://github.com/erjohnso/libcloud GCE_TargetPool_redux

Alternatively you can review and apply these changes as the patch at:

    https://github.com/apache/libcloud/pull/414.patch

To close this pull request, make a commit to your master/trunk branch
with (at least) the following in the commit message:
