Design approach for customized layout and dynamic rendering

I need to implement a customized-page feature so the layout and the content of the page are defined by user.   I am not sure which approach will be the right choice -- easy to implement and extend for the future.  Will you recommend Tiles, Struts Layout, or something else?  

I am new to Struts and have not been successful finding the related info on web sites so far.  I'll appreciate your input!
