enhanced SourceUtil and URLSource to specify encoding of request parameters.
The URLSource could only encode the parameters with default encoding. Now a
resolver parameter SourceResolver.URI_ENCODING can be set to specify the
encoding of the request parameters.

This helps with for example chinese values for request parameters.

I did close the project for new entries, and that is still indicated on the page.  Nice to see how well bugzilla works ...

I could try deleting the Avalon project from bugzilla entirely.

thanks for the patch, but in the future, please use JIRA instead, as we are 
discontinuing use of Bugzilla.

LSD, is there a way to disable "New Issue" in Bugzilla?
