Use specific DNS servers for certain RBLs, SA 3.1.0

I realize there are arguments against being able to config SA to use different
nameservers for different RBLs, but I'm still of the opinion that in some
setups it solves caching problems more efficiently than any alternatives.

Attached is a patch which adds the "local_rbldns" config option I described in
the last patch, this time to SA 3.1.0. Docs in Mail::SpamAssassin::Conf.

To do this, Mail::SpamAssassin::DnsResolver had to be modified to keep track of
multiple sockets, one per nameserver (still not one per request).

I hope someone finds this useful...
