    fix(ci): pin tinyvec in the MSRV dependency checker (#2421)
    
    `tinyvec 1.13.0` shadows its own `vec!` macro with `use alloc::vec::{self,
    Vec}`, so it does not build without `std`, and `msrv dependency check` has
    failed on every PR touching a manifest since it was published.
    
    `tinyvec` reaches that job transitively through the `cargo` crate, and
    `dev/msrvcheck` keeps no lockfile, so `cargo run` re-resolves from crates.io
    on each CI run and picks the broken version up. The workspace itself is
    unaffected, since its checked-in lockfile pins 1.12.0.
    
    Pin it the same way `time` already is. Drop the pin once upstream ships a fix.
