[PR] Add portal admin pages, user settings, and a default landing page [airavata-custos]

- Admin pages for organizations, clusters, resources, and resource rates, plus sample seed data
- Resource summary endpoint and allocation/usage aggregates on the resources tab
- User profile settings page (with privileges and roles) and an allocation history tab
- Restrict member role changes in allocations and projects
- Default landing page served at `/`
